Bring water to a boil in a large pot. Cook penne pasta according to package directions until al dente. Drain and set aside.
In a large pan, heat 3 Tbsp. olive oil, Italian sausage, onion, and 2 tsp. garlic. Mix well and cook until sausage is browned.
While sausage is cooking, mix together ricotta cheese, basil, and 1 Tbsp. olive oil in a large bowl. Add Dei Fratelli Stewed Tomatoes and 1/2 cup Dei Fratelli Tomato & Basil Pasta Sauce. Stir together.
Add sausage and penne pasta to mixture. Combine until mixed well.
Pour mixture into a 9x13 pan. Cover and bake for 25 minutes. Remove foil and bake for an additional 20 minutes.
While pasta is baking, mix remaining Dei Fratelli Tomato & Basil Pasta Sauce, 2 Tbsp. olive oil, and 1 tsp. garlic in a small saucepan. Stir together and let simmer over low heat.
Pour sauce mixture over casserole and spread evenly. Sprinkle Italian cheese on top, making sure to coat entire pasta dish. Cook for an additional 10 minutes or until cheese is melted.
Serve with more shredded Italian cheese on top.
